Safety & Security

Context:

Increased crime levels are reported in the media on a regular basis (incidents in nature areas and vagrants in public areas). The concern is the apparent lack of law enforcement, with large variations between wards.

Outcomes:

  1. A request for information—Fire Risks in Urban Edge—resulted in GM reassuring that adequate control systems and equipment are available and centrally coordinated during a formal meeting with panels of advisors;
  2. The status of security remains a high-priority concern given the priority ratings on the GRPA website, but requests to submit specific issues/areas of concern had been lacking, leaving GRPA unable to take any effective steps;
  3.  The municipality announced the activation of an Integrated Community Safety Strategy, which includes a renovated facility (R5 million) that will serve as the Integrated Operational Command Centre, a key component of the safety strategy, and 700+ cameras across the urban landscape to contribute to effective municipal safety operations. The facility is located at a municipal building on Mitchell Street, next to the George Fire Station. This Integrated Operational Command Centre will include the following features:
    • Multi-functional Operational Command Centre
    • Enhanced collaboration between various role players
    • Centralised hub for information collection and analysis
    • Call-taking and dispatching for all Community Safety Departments
    • 24-hour call centre
    • Strengthened community safety in George
    • Capacity to scale up to a Disaster Management Joint Operations Centre (JOC) or incident room

Actions Planned:

  1. Given the productive meeting and subsequent feedback on the note for the record, a follow-up meeting is scheduled to address safety and security management structures and performance management systems.

  1. Format of a Traffic Fine Notice

    It is unclear to what extent number plates are cloned in SA but I’ve seen estimates of as high as 25%. This makes it imperative that a traffic fine notice should contain the following basic info:

    Date, time and place of alleged infringement
    Photo of car with number plate and map coordinates
    Contact person with email address in the event one wishes to query the notice.

    This information (and more) was provided to me in July 2022 when I received my first and, to date, only speeding fine in George. At the time, traffic infringements were managed by Total Client Services (TCS) whom I found very helpful.

    In Dec last year Paymyfines alerted a friend to an outstanding fine. Upon requesting additional information she only received a photograph of her number plate.

    I investigated further and discovered that TCS had recently been replaced by Traffic Management Technologies (TMT). On enquiring about the information listed above I hit a brick wall.

    I’d be grateful if GRPA management could investigate this matter with the municipality.

  2. Excuse me please… I just can’t resist this. But did you see how quickly and efficiently they worked to upgrade all the traffic cameras on the road…. They certainly know what to prioritize
