Municipal Powers – Encroachment

The recent publication of some 23 Bylaws and the associated inadequate public
participation (short notice, number of bylaws, lack of acknowledgement re submissions) assign powers of access to private property, imposing penalties etc plus ill & under qualified & resourced municipal staff.

The concerns raised in submissions were in the main municipal authority creep with little justification tied to officials being unable to execute given current resources. A report by individual directors re actual implementation is required and proposals as to alternative solutions to be researched / submitted by all involved citizens.

Current Status*

The lack of public participation is the root cause of municipal power encroachment which is as a result not balanced nor required in GRRA view. This cause will be addressed under Governance Trust Failure as it aims to resolve the same underlying concern.
