Context:
It is clear that the level of service delivery & sound governance by local authorities is directly corellated to the quality of engagement by civil society resulting in joint accountability for the sustainability of our communities.
This ideal, however, largely depends on effective public participation processes, which are currently ineffective, as acknowledged by all involved and evidenced by public meeting attendance levels and walkouts.
The following graphs also indicate continued increases in employee and councillors expenditure / renumeration, which is largely determined by negotiations at national level, but deeper analysis per department will be undertaken.
*Analysis is based on published financial statements and ratios are calculated based on some actual and derived data. While statistical data will improved as more data is being released, the reflected trends, however, are likely to be maintained.
Objectives:
- GRPA will continue the debate & explore opportunities to advance effective public participation as key to George sustainability.
Outcomes:
- A proposal to enhance the process was submitted to GM, but a favourable response was muted due to a lack of resources and regulatory frameworks imposed on GM.
Actions planned:
- In the engagement with individual directorates and the positive sharing of perspectives validates the methodology adopted by GRPA so the process will be embedded in the associated and participating authorities;
- The expansion of the respective panels of advisors are vital, and members and knowledgeable persons will be approached to join;
- Exco will continue to press the Mayor and Municipal Manager regarding the proposals made to enhance performance management oversight structures.

How many Councillors faught against Electricity surcharge. Councillors just worry about constituents 6 months to election.
Luckily we have a chance to make this an election issue next year and see which party will vow to change for example the Electr tax. Let’s vote more strategic in own interest than along party lines.
